The first hire needs a clear employer, a defined role, appropriate permissions and a dependable payroll process. Review workforce constraints before promising a start date. Then assign who approves employment terms, collects necessary records, prepares payroll and maintains permit and employee information.
Write the role as work, not a title
Describe tasks, reporting line, location and the supervision required. A job title alone may not explain the activity or permissions involved. Decide which responsibilities stay with the owner and which genuinely need an employee or an outsourced administrative scope. Recruitment support should have an instruction covering selection criteria and decision authority. The business must remain clear about who employs the person and who is responsible for workplace and recordkeeping obligations.
Check employer and permission dependencies
Review the company’s current employer records and applicable LMRA requirements. Work-permit ceilings, Bahrainisation and role-specific conditions may affect the hiring plan and need current confirmation. Existing residency should not be interpreted automatically as permission to work in the proposed role. Maintain a task list for documents, authority responses and any authentication steps. A start date should reflect confirmed permissions and a practical onboarding plan rather than an assumed processing promise.
Create a controlled payroll input routine
Determine who maintains approved pay details, variable elements, deductions and changes. Collect only necessary personal and banking information through appropriate channels. Check applicable WPS, social insurance, pension, gratuity and insurance treatment with the responsible professionals. One person should authorise changes and another control should catch errors where practical. Outsourcing payroll administration can change who prepares the calculation, but it should not leave the employer unable to explain or verify payments.
Prepare joining, renewal and exit records
Onboarding should explain responsibilities, access, policies and document custody. Maintain reminders for relevant permit or record updates and a process for correcting information. Exit planning belongs in the initial workflow: system access, final entitlements, permits and handover records may all need attention. An illustrative first employee should be able to join a clear process rather than become the person who invents the company’s employment administration while performing a separate job.
Before you take the next step
Does an outsourced payroll arrangement transfer every obligation?
No. The agreement should define preparation, approval and recordkeeping duties. The employer needs to understand its own continuing responsibilities.
Should recruitment start before permission checks?
You can examine hiring needs, but commitments should recognise the relevant employer, role and permission constraints. Confirm the appropriate requirements before relying on a proposed start date.
Continue your planning
HR, payroll and workforce planning
Prepare the first hire as an operating process. Define the role, permission checks, payroll inputs and employee handover, with accountable owners for recruitment, changes, renewals and eventual exit tasks.
02PRO and government liaison
Keep LMRA, employer, CPR and social-insurance administration visible in a task board. Assign prerequisites, document custody and authority follow-up so hiring decisions reflect confirmed workforce constraints.
03Investor, work and family residency
Create applicant-level tasks for founders, employees and family members. Connect immigration documents with employer prerequisites and keep pending applications distinct from the permissions needed for relocation or work.
